(1) Bali Satu Data (balisatudata.baliprov.go.id) — official Bali
provincial open data portal published by Tim SPBE Diskominfos
under Pergub Bali 53/2021. 4,700+ datasets organised through
six Tri Hita Karana cosmological categories (Jana, Atma, Jagat,
Wana, Danu, Segara). City- and Region-tier throughput indicators,
full data sovereignty.
(2) WIPO Global Innovation Index 2025 — Indonesia 55/139,
8th of 36 upper-middle-income, 12th of 17 in SEAO. Country-level
Bioregion-tier peer anchor.
(3) Fab Lab Activity Index — Community-tier DIDO-side capacity
signal. Per-capita fab lab + Fab Academy + Precious Plastic
activity density. Repositioned, NOT removed.
Tri Hita Karana ↔ four-pillar mapping (v0) published as a
methodological contribution — Bali pilot only co-design experiment.
Bilingual flow: Bali Satu Data → Bali bioregion server (IT Del),
ingested in native Tri Hita Karana taxonomy with Indonesian metadata
preserved verbatim. Mapping to four-pillar applied at federation,
NOT at ingest. Cross-pilot results re-rendered through Tri Hita
Karana before delivery to Balinese municipal liaisons.
Reasoning
Inventing the Fab Lab Activity Index as primary signal (when real
provincial open data exists) was both methodologically wrong and
strategically weak — it would read to reviewers as "Bali doesn't
have data we can use." Bali Satu Data exists, is sovereign, and
is organised through a cosmological taxonomy that PLANETAI's
CARE-aligned sovereignty-by-architecture stance can leverage as
contribution rather than constraint. Reframing FLAI as
Community-tier DIDO-side capacity signal — not ECI substitute —
preserves what FLAI actually measures (distributed-manufacturing
capacity at neighbourhood scale).
