Prior state
Earlier PLANETAI framing carried five tiers as Planet / Bioregion /
City / Community / Domestic. The Domestic tier (single household)
duplicated what the Full Stack Metrics Framework defines as
Community (1,000–50,000 people, neighbourhood-scale).

Five scales are Planet · Bioregion · Region · City · Community.
Domestic folds into Community. Region (multi-city / state /
province, 1–50M people) is the scale where multi-city governance,
supply-chain coordination, and regional open-data publication
actually live — and was missing from the prior framing.
Reasoning
Region is load-bearing in PLANETAI: most procurement data
(TED-EU, ChileCompra, LKPP) and sectoral productivity data
(Metroverse, KLEMS) lives at the regional cut. Carrying a
Domestic tier without Region was both methodologically and
practically wrong — the project measures things that don't fit
in a single household and don't fit in a single city. Aligning
to the framework's published taxonomy fixes both gaps.
PKC (Personal Knowledge Container, Koo et al. 2023) remains the
individual-scale antecedent that PLANETAI extends upward through
five tiers — it is not a separate measurement scale.
